According to sources linked to the portal The Hollywood Reporter, the change in time is an attempt to prevent audience leakage from the east coast of the United States.

In this region, due to the time difference, the ceremony used to start at 8pm local time, and the long 3:30am broadcast suffers audience drops as the time progresses.

Thus, starting an hour before, the attempt is to end the awards ceremony in prime time.

The 2024 Oscars will be hosted by Jimmy Kimmel. The nominations of the nominees will be made on Tuesday, January 23, 2024, while the ceremony will take place on March 10.
